Cebula Block: Documentation of Existing Conditions

After identifying a select number of downtown buildings as prime candidates for renovation, the Town of Ware Community Development Department retained Thomas Mayo Associates to conduct a three phase feasibility study for the rehabilitation of two major central business district buildings; the Cebula Block and the Belcher Block.  During phase one existing conditions were documented and preliminary recommendations were made addressing issues of historic preservation, structural integrity, means of egress, and energy.  During phase two, development alternatives were explored and specific design proposals were developed for rehabilitating the buildings, including construction cost estimates and a financial analysis report which identified sources of funds and financial strategies for proceeding with construction.  Phase three included preparation of final design drawings for each building.  Work completed under this study will enable the town and building owners to proceed with a mutually beneficial construction project which should materially improve the central business district and serves as a catalyst for revitalization.
